A convocation ghagra?

Rajasthan Governor Kalyan Singh has announced that henceforth, students at all universities in the state will wear "Rajasthani costumes", not gowns, to their convocation. Singh has taken this decision in his capacity as chancellor of the University of Rajasthan. Wearing the convocation gown is considered a kind of coming-of-age for all students. But now, in Rajasthan, it seems they will get their degrees wearing ghaghras. It has become the first state where students will not be required to wear the gown.
