This can happen only in Bihar. The Minister for the Extremely Backward Classes in Bihar is Bima Bharati. A case has been registered against her pet dog, Krishna (a black Labrador), by officials because the dog would go everywhere with the minister's husband, who has allegedly threatened district officials, telling them they would be kidnapped if they didn't pay. The additional threat was that the minister's dog would bite them to death if they failed to pay. To ramp up the threat, the dog would be used to scatter and mess up papers on the officials' table. So the case has been registered against the dog, not its owner. The police is confused: provisions of the criminal procedure are against human beings not dogs, so which law should they invoke against the dog?
