Cold comfort

The government is supposed to be in austerity mode but hundreds of brand new air conditioners lying around North Block suggest quite the opposite. Why did the finance ministry order these machines when the winters are approaching? It is learnt that some of them are meant for the press that prints the Union Budget, but for the rest it is only the next government, which will be sworn in at the height of summer, that will enjoy the benefits.
