At a conference in New Delhi recently, a guest told Nitin Gadkari, Union minister for road transport, highways and shipping, that many believed most of the policies formulated by his ministry were aimed at doling out benefits to a certain "lala" (businessman).
Without batting an eyelid, the minister replied: "All our processes are transparent, all the tenders are published online. Which means, anybody can participate and bid for a project. Whether you are a lala, bala or kala, you have to come and compete on a common platform."
