The latest train attack, on top of the one in which innocent civilians were killed when a passenger bus was hit by a land mine, should make it abundantly clear that the Maoists are not fighting for the rights of the downtrodden. They are attacking the authority of the state and have to be dealt with as such.
All the talk of development can take place later, once law and order has been restored and businessmen feel free to conduct their business without first having to pay their obeisance to Maoist leaders.
