Outsourcing gender diversity

The Congress manifesto for the Karnataka Assembly polls scheduled for May 5 promises 20 per cent reservation for women in appointments to the police department. It is probably easier for the party to promise reservations in jobs than in distributing 20 per cent of party tickets to women. Less than 20 per cent of the candidates announced by the Congress are women.
