Power to Gujarat

To which country does Gujarat belong? The new dispensation in the ministry of power, coal and renewable energy seems to be unsure on this point. In a booklet it issued on its achievements in the first 100 days, it listed low per capita energy consumption as a "legacy problem". But the comparisons are interesting. "India's average per capita energy consumption is 914 units/year, versus Gujarat's 1,800, China's 4,000 and USA's 14,000," the text says. Considering several other Indian states also exceed the national average, this has raised many eyebrows.
