Kamlesh Raja and Vishnu, both history-sheeters, were arrested for robbing Mohd Kasif on November 19 when he was passing through Emporia Complex on Baba Kharak Singh Marg, police said.
In his complaint, Kasif said when he had resisted, they had attacked him with a sharp-edged object.
The victim's cell phone was recovered from Raja, police said.
Raja had been released from Tihar Jail just two days before the incident. He was lodged in jail in connection with a murder case, police said.
Vishnu, who was lodged in jail in a case of robbery, was released on October 17, they said.
