"The situation was found satisfactory at most of the places but cleaning and maintenance of one particular night shelter was not done.
"It was also observed that the field staff was either not inspecting the premises or giving wrong reports. At another place, it was found that quality of construction of toilet complex was poor," the official said.
These night shelters were not maintained despite of clear instructions given to the Shelter Management Agencies (SMAs) and the supervisory staff by DUSIB.
"After making an assessment of the situation, Jain placed three assistant engineers under suspension on the grounds of dereliction of duties and ordered an inquiry against them," officer said.
The three assistant engineers placed under suspension are Feroj Islam (Civil), Virendra Singh (Civil) and Dalalchand (Electrical).
The government has also sought an explanation from the executive engineer concerned and a show-cause notice was issued to Shelter Management Agency.
DUSIB has launched a drive for cleaning, upgrading, renovating and constructing the toilets in slum areas and JJ clusters.
It has set up about 200 night shelters for homeless people and is in the process of making arrangements for the winter session.
