Congress workers played with 'gulal', burst crackers, danced to the beats of drums and distributed sweets.
The district party office in Gauriganj was decorated to the mark the occasion.
Gandhi, 47, took over the reins of the Congress party from her mother Sonia Gandhi, who remained at the helm for a record 19 years.
