HC direction to TNPSC on vacancies

Madras High Court today directed the Tamil Nadu Public Service Commission to fill as far as possible 352 vacancies of village administrative officers from the reserve list as a one-time measure.

Justice S Nagamuthu directed the Secretary to Revenue Department to furnish the actual vacancy position in each district and also details of candidates who did not join or joined and left service so as to enable the TNPSC to adhere to roster system within two weeks or receipt of the order. The TNPSC will, thereafter, fill the vacancies.

Taking the peculiar facts and circumstances of the case, the court issued the direction to operate the reserve list after taking due consent from the government and the TNPSC.
 

The petitioners, a batch of applicants who wrote the entrance examination for the post of 3484 vacancies, contended that the TNPSC had in December 2010 advertised for the vacancies. When the results were published, along with the list of selected candidates, a reserve list was also published. The petitioners were all in the reserve list.

Several candidates in the selected list did not join or joined and left the service. Against those vacancies, candidates from the reserve list should have been chosen. However, the TNPSC chose to issue another advertisement for recruitment for the year 2012-13.

Candidates approached the court seeking to operate the reserve list. Despite repeated undertakings from the TNPSC and orders passed by the High Court the reserve list has not been operated, they said.
