Madras High Court today ordered issue of notice to Government Pleader to get instructions and file counter on a PIL seeking to direct State and Central Governments to frame and implement a special scheme providing for education, health, road transport and employment for those in Kalrayan, Peria Kalrayan and Chinna Kalrayan areas of Villupuram and Salem Districts.
The First Bench Comprising Chief Justice Sanjay Kishan Kaul and Justice M Sathyanarayanan directing the Government Pleader to file counter within four weeks.
The bench also directed him to show the works if any carried out in the above areas.

The petitioner, an advocate, contented that in Karumandhurai, a tribal community area, there are no good educational institutions and employment opportunities and 90 per cent of the population is in poverty.
Only from 1979-1980 the government started implementing projects like roads, schools and hospitals and the progress was neither adequate not satisfying, hence he prayed for a direction to Central and State and Central Governments to formulate a special scheme for implementation of the basic facilities to them.
