The Congress today alleged that the "incomplete" Cabinet of the BJP-led NDA government in Jharkhand is violating constitutional norms.

A Congress delegation led by PCC president Sukhdeo Bhagat submitted a memorandum to Governor Syed Ahmed at the Raj Bhavan, drawing his attention that the "incomplete" Cabinet violated article 164 (1A), according to a statement released by the party here.

The opposition Congress also alleged that there was a conspiracy to "lure" MLAs of other parties. Congress also alleged that their developmental works in the state had come to a halt.

Chief Minister Raghubar Das took oath along with four ministers on December 28 and can have a maximum of 12 ministers, including the CM.

"Earlier too such delays happened on a couple of occasions with the previous Hemant Soren government taking 42 days to complete its Cabinet," BJP's Jharkhand unit spokesman Pradip Sinha said.
