Manas Bhunia demands academic debate on no-confidence rule

Senior Congress leader Manas Bhunia today wrote to West Bengal Speaker Biman Banerjee and demanded an academic debate on the rule for acceptance of no-confidence motion against the Council of Ministers.

"I had submitted a letter to Speaker Biman Banerjee demanding that an academic debate be conducted on the floor of the Assembly on whether Rule 199 or 311 of Rules of Procedure and Conduct of Business should be proper for acceptance of no-confidence motion against the Council of Minister specifically," he said.

Alleging that there was a "tacit understanding" between the Left and ruling Trinammol Congress on the floor of the Assembly, CLP had on Monday staged a walkout after their no-confidence motion was not allowed to be moved and was sent as pending by the Speaker.
 

Bhunia said the Speaker had given a ruling on the basis of Rule 311 under heading general rules procedure over the specific Rule 199 relating to subject of motion of no-confidence.

"I have tremendous doubt when which rule is apt for bringing no-confidence so I want a debate on it," said Bhunia.
