Minutes of meeting on solid waste management to be finalised

The Supreme Court was today told that official minutes of the meeting of a committee, headed by the health minister of Delhi, on solid waste management (SWM) in the national capital would be finalised within this week.

A bench of justices Madan B Lokur and Deepak Gupta, which had yesterday warned the Centre for dumping "junk" before it in an 845-page affidavit containing incomplete information about SWM, was informed that the meeting of the committee was held on January 12.

Advocate Wasim A Qadri, appearing for the Delhi government, informed the bench that the official minutes would be finalised by February 9 after which they would be placed on record.
 

The bench, which asked him to also place on record the minutes of the earlier two meetings held in October 2016, posted the matter for further hearing on March 7.

Meanwhile, Additional Solicitor General A N S Nadkarni, representing the Ministry of Environment and Forests, said that details sought by the court yesterday were already there in the 845-page affidavit.

"The court has said that all information should be in a chart. In the affidavit, the chart was there. Only additional information which the court had asked was about the names of the chairpersons (of state-level advisory boards) and we will give it," he said.

The court observed, "You have to remember one thing that you have to be ready for everything (during the hearing)."

The court had yesterday declined to take the Centre's affidavit on record and said there was no point in filing an affidavit if it contained nothing.

The bench had observed that the top court is not a "garbage collector" and the government cannot dump junk before it.

It is hearing a matter related to implementation of Solid Waste Management Rules 2016 across the country.
