According to one of Singhs aides, his visit was intended to explore various possiblities, including the ratification of Presidents rule, imposed on the state on September 19 and which needs to be ratified by Parliament within two months.

Singh, who is to attend the Inter-State Council meeting on Tuesday, is likely to meet senior United Front and Congress leaders to discuss the situation in Gujarat while he is in the capital.

An official on Singhs staff said the Governor was not convinced with the Rastriya Janata Partys claim on its ability to form a stable government.

A senior BJP leader, however, apprehended that Singh was in town in order to pave the way for just that. The party suspects that Shankersinh Vaghelas new party will form a government with the support of the Congress. The partys deep suspicion of Singh was evident in spokesperson Yashwant Sinhas statement that Singh would do everything the BJP will find difficult to digest.

Sinha claimed that the BJPs win in Gandhinagar in the recent by-election demonstrated the partys massive support among the people of Gujarat.

On the partys poor performance in the by-elections to Madhya Pradeshs seven legislative Assembly seats, of which it retained only four, he said the BJP was concerned and would analyse the factors that led to this situation.
