FIFA's vice-president, Prince Ali bin Al-Hussein has demanded that the key parts of the investigation into alleged corruption at FIFA should be made public.
Al-Hussein said that the entire football family and those who follow the game worldwide have a full right to know the contents of the report in the spirit of complete openness.
However, FIFA has said that American lawyer Michael Garcia's report into the bidding processes for the 2018 and 2022 World Cups will not be published.
It follows Conservative MP Damian Collins' request to the Serious Fraud Office (SFO) for a copy of the report because it could lead to criminal charges.
The 2022 World Cup event was awarded by Fifa to Qatar in 2010, and the Qatar 2022 bid committee is facing claims of corruption after the Sunday Times alleged in June that former Fifa vice-president Mohamed bin Hammam paid 3m pounds to football officials around the world in return for support for the bid.
However, the Qatari bid committee denied all allegations of wrongdoing.
