Brazil Wednesday said that US State Secretary John Kerry's explanations on the surveillance programmes carried out by US intelligence agencies in Brazil were insufficient.

"We are not happy with the clarifications provided. We will take the case to international organs, probably the UN," reported Xinhua quoting Brazil's Communications Minister Paulo Bernardo as saying.

Bernardo showed dissatisfaction over Kerry's statement on the matter made Tuesday after his meeting with Brazilian Foreign Minister Antonio Patriota in Brasilia.

Kerry said the surveillance programmes were approved by US laws and necessary to protect the US population, adding the programmes were adopted after the Sep 11 attacks in 2001 in order to prevent terror attacks and help other countries as well. He added that the intelligence programmes would be maintained.

"This surveillance is not just to fight terrorism. It involves matters of industrial, trade and diplomatic espionage," Bernardo argued.

It is a problem that goes beyond bilateral relations, he said.
