According to the police, 18-year-old Raja 18 and 8-year-old Rishu, went into the water tank to take bath in the afternoon but later drowned as both did not know swimming, police said.
The tank is situated inside the Haryana Urban Development Authority's (HUDA) water treatment facility.
An FIR has been registered in this connectiopn, police said, ading the postmortem examination revealed that their deaths was due to drowning.
The bodies have been handed over to their families, police said.
Meanwhile, the locals claim that the plant is an easy access for the locals as there are no officials to administer the area, which is why the children could go into the water tank.
