The three labourers were repairing a stretch of the road when the car ran over them, they said.
Sumitra and Bholu, both aged 45, died on the spot. Punni was injured in the accident and admitted to a hospital.
The car driver, Tejpal, has been arrested and the vehicle impounded, the police said.
