3 Delhi officials charged with helping mafia usurp govt land

Three Delhi government officials including a Sub Registrar and a Tehsildar are in the dock for allegedly benefiting land mafia by registering government land, including of railways, in their names after extracting money from them.
A case under sections of Indian Penal Code and Prevention of Corruption Act has been registered against Sub Registrar Harish Bajaj, Preet Vihar Tehsildar Susheel Bharti and 'patwari' Shyam Pal on a complaint filed ADM (East) V P Singh, a senior police official said.
In his complaint, Singh alleged that the trio were indulging in "nefarious activities and usurped" government land in "sliced manner" Prima facie, the official said.

Their modus-operandi was to extract money from land grabbers for getting the documents registered and the nexus between three officers appears to have helped the land mafia.
"In contravention of the directions of the department, the Sub Registrar intentionally sought lane status reports directly from Tehsildar for which he was not authorised. The Tehsildar sought site inspection report from the Patwari," the officials said.
On scrutiny of such inspection reports, it came to light that Shyam Pal has never inspected the site, but signed the status report and forwarded them to the Tehsildar for his countersignatures.

"The Tehsildar, subsequently, forwarded them to the Sub Registrar for getting the property registered. The Sub Registrar registered the documents on the basis of report furnished by Tehsildar for which he was not authorised to do so as per the law," Singh said in his complaint.

He said Tehsildar is the custodian of government land but Bharti allegedly committed criminal breach of trust by way of issuing of status report of government land including that of Railway Department land.
Bharti is also accused of "manipulating" revenue records.
As such he has cheated the department with dishonest motives by way of generating forged documents.
"They have has deliberately and intentionally with dishonest motives hatched the conspiracy and registered the document knowingly that the report from Tehsildar (Preet Vihar) is forged and fabricated.
