Heavy deployment of police will be in place for the event during which the party will discuss current political, socio-economic and global challenges.
Apart from specialised and intelligence units, around 5,000 policemen have been deployed for security arrangements, a senior Rajasthan police officer said.
Cameras have been installed in and around Birla auditorium and will be monitored by the city police control room.
Police commandos have been deployed at Ghat Ki Guni tunnel which is scheduled to be inaugurated by Prime Minister Manmohan Singh and UPA Chairperson Sonia Gandhi during their stay here, he said.
Meanwhile, the minor fire occurred last night on the auditorium premises when a portion of a tent caught fire, police said.
However, the fire was controlled and no untoward incident occurred, they said.
"Prima facie, portion of a tent caught fire near the gate of building's main gate due to a burning bidi," SHO Ashok Nagar Police station Janesh Singh said.
The beautification and renovation work going on for the last several days is also complete and the city is now wearing a beautiful look with proper signage boards, road lining, repaired roads, footpath, dividers and plantation.
The Prime Minister and UPA chairperson will land tomorrow whereas other delegates will start arriving this evening, party sources said.
A party spokesperson said that during the two-day Chintan Shivir, 347 delegates including chief ministers of Congress ruled states, presidents of Pradesh Congress Committees, CLP leaders, Union and Rajasthan ministers, Youth Congress and NSUI members will take part.
The AICC meet on January 20 is scheduled to be attended by 1,680 members, he added.
