A resolution to this effect was adopted at a meeting of the party, in the presence of state Congress president Partap Singh Bajwa, AICC secretary Harish Chaudhary and senior leader Kuljit Singh Nagra, according to a party release here.
Alleging that a local Akali Dal leader was also involved in the killings, Congress demanded a time-bound inquiry by a sitting judge of the Punjab and Haryana High Court, and said only such a probe could go to the depth of the case, as it also hinted and police-politician nexus.
"What is all the more serious in this latest tragic incident is that the police opened fire to kill in a cold blooded manner and the victims happened to be two young men who were real brothers," the resolution said.
Punjab Chief Minister Parkash Singh Badal had ordered an inquiry into the alleged killing of two youths at Jamalpur colony near Machhiwara in Ludhiana district.
A team of police had raided a house at Jamalpur colony here to nab the duo, identified as Jatinder Singh and Harinder Singh, and killed them in an encounter. Both were wanted by Machiwara police in Khanna police district in a case of attempt to murder, police claimed.
