Cabinet Committee recommends prorogation of Winter session

The Cabinet Committee on Parliamentary Affairs today recommended prorogation of the Winter session, paving way for the government to bring ordinances on certain bills which could not be passed in the just-concluded Parliament session.
The meeting of the CCPA, chaired by Defence Minister A K Antony this evening, decided to recommend to the President to prorogue the Winter session which was adjourned sine die on February 21.
The Winter session was the last session of the 15th Lok Sabha as the country goes to Lok Sabha elections shortly.
The 15th Lok Sabha will go down in the history as the most disrupted in Independent India with the pepper spray incident marking a new low in parliamentary conduct.

Disruptions were the order of the day, so much so that the Lok Sabha witnessed almost a full session being washed out on the issue of JPC in the 2G spectrum scam. This was unprecedented.
There was also uproar galore on the demand for the resignation of Prime Minister Manmohan Singh on the coal block allocation scam issue.

The bill to divide Andhra Pradesh tested the patience of the House, unlike any other issue in recent times. Supporters and opponents of separate Telangana were at loggerheads on the bill.
Pushed by Rahul Gandhi, the government looks set to shortly bring ordinances on two anti-corruption bills along with four other legislations which could not be passed by Parliament.

Once the session is prorogued, government is free to take the ordinance route.
