CBI files closure report in Sachan death case, says suicide

The agency, which took up the case from Lucknow Police last year, filed its 120-page closure report before the Special CBI court, saying it had come to the conclusion about the death of 52-year-old Sachan in jail based on forensic evidence.

Special Judicial Magistrate Neelkant Mani Tripathi issued notice to the complainant Malti, wife of Sachan, on the report while fixing Oct 16 as the next date of hearing.

The report said during the probe no evidence has come on record indicating death of Sachan to be a case of homicide.

Forensic evidence indicated that although the body of Sachan found in the district prison toilet here on June 22, 2011 had deep cuts, there was "no injury on inaccessible parts" and there were no cuts on clothes, it said.

The agency claimed it found strong evidence pointing that Sachan was disturbed and stressed after UP Police alleged his role in the cases of murder of two Chief Medical Officers V K Arya and B P Singh in connection with the multi-crore National Rural Health Mission (NRHM) scam in Uttar Pradesh. It also said he had even stopped taking meals.

While CBI claimed there was no evidence indicating murder of Sachan, it also claimed there was act of omission and commission by four jail officials including the then Inspector General for allegedly suppressing some important evidence.

The agency, while recommending departmental action against them, alleged "There were acts of omission and commission on the part of UP Police personnel including the then Warden, the then Head Warder and the then IGP(Jail Administration and Reform Services), due to which it some important evidence was suppressed" .

The agency claimed that a panel of doctors from premier All India Institute of Medical Sciences(AIIMS) came to the conclusion that death was caused by "ante-mortem (prior to death) hanging associated with multiple suicidal wounds".

The evidence collected during investigation including statements of witness, expert opinions of board of directors of AIIMS, New Delhi the reports of CFSL, experts including including biological reports, finger prints, hand writing expert, chemical examiner, forencic psychologist all indicate that Sachan had committed suicide.
