Saikia has fulfilled all the requirements laid down for being recognised as the Leader of the Opposition, an official release said here today.
Saikia's appointment comes into effect from June 3, 2016, it said.
Saikia (52), son of former Chief Minister late Hiteswar Saikia, is the Congress MLA from Nazira in Sibsagar district.
Congress has 26 MLAs in the house of 126 members.
