Govt to soon take considered action on juvenile rules: Ashwani

"Government is reflecting on all options and views and will take a considered, deliberate action at the earliest," Law Minister Ashwani Kumar told reporters.

He was asked whether the government has considered the 'Beijing Rules' adopted by the UN General Assembly in 1985 on juvenile justice.

Point 6 of the rules states that in view of the varying special needs of juveniles as well as the variety of measures available, appropriate scope for discretion "shall be allowed" at all stages of proceedings and at the different levels of juvenile justice administration, including investigation, prosecution, adjudication and the follow-up of dispositions.

Delhi Police is already seeking legal opinion to go for an appeal in the Delhi High Court on the ruling of the Juvenile Justice Board that the sixth accused in the gangrape case was a juvenile.

The police charge sheet has described him as the most brutal of the six accused.

The Juvenile Justice Board gave its ruling that could enable the sixth accused to walk free by June 4 this year when he attains the age of 18 years.

Kumar also said that the government is considering the Verma panel recommendations on crime against women "very seriously.

"We would move with the utmost expedition in translating into action what needs to be done immediately and on which there is broad agreement," he said.

The three-member panel had refused to propose lowering the legally defined age for juvenile delinquents from 18 to 16 years.

In reply to a question, the Minister said that he was willing to meet the father of the gangrape victim who has demanded death penalty for all the accused.
