Has plea against CMD of SPMCIL been placed before AAC: HC

Delhi High Court today asked the government state whether issues raised in a plea against the appointment of CMD of Security Printing and Minting Corporation of India Limited (SPMCIL) have been placed before the Appointments Committee of the Cabinet which is considering his request to extend his tenure.
A bench of justices B D Ahmed and Sanjeev Sachdeva said the points raised in the petition could be considered by the Appointments Committee of the Cabinet (ACC) which is yet to decide if the tenure of SPMCIL Chairman and Managing Director M S Rana has to be extended till his superannuation in 2019.
SPMCIL produces bank notes, coins, non-judicial stamps, postage stamps and other government-related documents.
The court asked Additional Solicitor General (ASG) Sanjay Jain to confirm whether the points raised in the plea have been placed before the ACC and inform the court on the next hearing on April 15.
ASG said the Department of Personnel and Training (DoPT) was aware of the petition filed by Ramakant Dixit.
The petitioner has contended that Rana had sought appointment as a government servant and as per the rules prevalent at that time, he was not eligible for an extension.
Dixit, in his plea, has argued that at the time of his appointment in 2009, Rana was not eligible for the post.
The petition has also claimed that Rana was appointed without the requisite clearance from the Central Vigilance Commission and sought an order removing him from office as well as a declaration that his appointment was void ab-initio.
It has also alleged that the SPMCIL CMD has been involved in several cases of illegal procurement which has caused loss to the public exchequer and compromised the economic security of the country.
It alleged that a show cause notice has been issued to Rana for causing a loss of Rs 100 crore to SPMCIL by wrongly printing the Rs 10 note in 2014 with the signature of ex-RBI Governor Subba Rao.
