"Action will be taken against all those officers who were found guilty by Justice (Retd) R C Gandhi in his report," he told reporters on the sidelines of a function here.
"The General Administration Department (GAD) has received the report and will analyse it," Omar said.
Yesterday, Justice Gandhi submitted his report to the government and gave a clean chit to National Conference MLA Sajjad Ahmad Kitchloo who was re-inducted into the Council of Ministers today.
Omar said he was aware Kitchloo was innocent and had no role in the riots.
"We were fully aware there was no role of Kitchloo in Kishtwar riots. He first made enormous efforts to improve the situation in the town and then he gave up his chair as he was targeted," the Chief Minister said.
"He (Kitchloo) said he will not return to the ministry until he was proved innocent. His step was a good example of responsible politics," Omar said
Kitchloo got the clean chit and he was re-inducted into the ministry, he said.
Under attack over his alleged role in the Kishtwar riots, Kitchloo had stepped down as minister of State for Home saying he did not want to "cast a shadow on an independent probe" which had been constituted by the state government.
