The budget estimate was today presented before the standing committee of the civic body by Commissioner PK Gupta.
The budget proposals also laid emphasis on revenue generation and self reliance.
The 2017-18 estimates pegged income and expenditure at Rs 7199.81 crore and Rs 7199.60 crore, respectively.
Revenue generation included commercial production of energy at the waste to energy plant to be commissioned this month. NDMC expects to get share of at least Rs 30-40 lakh per month initially.
The civic body has struck a deal with Income Tax department for leasing 1,41,171 sq feet area along with space for parking 284 cars at about Rs 88 crore annually for 30 years.
It also intends to sell out plot at Ranibagh and Shiva Market, Pitampura for car parking cum commercial space with minimum reserve price being Rs 74.4 crore and Rs 73.81 crore, respectively.
The commissioner said that door to door garbage collection has to be started as notified in MSW Rules 2016. Segregation at source is liability of garbage generator, he said.
A survey of length of roads, lanes and drains in villages, unauthorised colonies and resettlement colonies is proposed to determine the actual number of sanitation staff required for ensuring cleanliness and sanitation.
Bio methanation plants are also proposed at Bhalaswa and Jharoda Dairy colonies are proposed for checking inflow of dung into drains.
Moving towards e-governance, the civic body has started issuing birth and death certificates online. Online management of unauthorised construction complaints, and online issuance of Health Trade licences are also being worked upon by the municipal corporation, the commissioner said in budget proposals.
