Patnaik had last visited the Chief Minister's Grievance Cell at the Unit-5 close to the state secretariat on August 16, 2008.
During his 15-year rule, Patnaik has visited the Grievance Cell and himself heard plights of people on 76 occasions, highest being 20 days in 2001, the statement submitted by the minister said.
