"Everybody reacts morally to a situation in different ways ... But the episode is shocking and it has killed the people's faith on the system," Kumar, a senior JD (U) leader, told reporters here.
Stating that the case was a matter of proprietary, Kumar, who had resigned as Railway minister from the Atal Bihari Vajpayee ministry owning moral responsibility for the Gaisal rail accident in 2002, said "Resigning or not from the post in such event depends on how a person reacts."
Asked if Bansal continuing in the post would affect the inquiry, Kumar said the details suggested that money was paid for a post which would fall vacant in future.
According to his experience as railway minister, the chief minister said "there is a set pattern of rules for appointment to high posts which is done through the Cabinet Committee on Appointments.
"The episode which has come to light does not suggest that any rule has been violated," he said, adding that an inquiry was on and the truth would come out soon.
