Ruckus in Har assembly,INLD MLAs barred from attending sitting

Pandemonium prevailed in Haryana assembly as INLD MLAs created ruckus over conviction of their leader Om Prakash Chautala in teachers recruitment scam, forcing the Speaker to bar them from attending remainder of the proceedings for the second consecutive day today.
As soon as the Question Hour ended, the main opposition legislators started shouting to protest discussion on the motion brought by ruling Congress MLA Sampat Singh regarding Chautala's conviction in JBT teachers recruitment scam.
In a repeat of things witnessed yesterday, Speaker Kuldeep Sharma was forced to adjourn the House for 15 minutes as pandemonium prevailed in the assembly.
At one point, the situation almost came to blows between some Congress and INLD members after Congress leader Raghubir Singh Kadian, who without naming Chautala, said due to the "nexus of a political personality with the administration, the entire Haryana has been shamed".
Heated exchanges continued between the treasury benches and INLD members, with both sides resorting to slogan shouting against each other, forcing the Speaker to briefly adjourn the House.
Later, INLD MLA Jagdish Nayyar made a police complaint against Kadian, saying that the Congress leader has "threatened" him inside the assembly.
Earlier, Chief Minister Bhupinder Singh Hooda, who is leader of the House, told the Chair that ruling benches were prepared to limit the discussion on Sampat Singh's motion to probity in public life, accountability and transparency which a political person should follow in public life.
Hooda assured that nobody from his party will take Chautala's name or touch the issue of his sentencing, if that would be of any help to make INLD members to have a discussion on the motion.
However, INLD leader Ramphal Majra said the matter cannot be taken up for discussion as it was "sub-judice" and the appeal was pending.
When the House re-assembled after being adjourned, the Speaker asked INLD's Abhay Chautala not to speak without permission and subsequently warned him. As he continued to ask why he was being warned, the Speaker named him.
Ramphal Majra was the next to be named for speaking without permission and soon the remaining INLD MLAs stood up, leading to naming of all of them.
All of the INLD members were barred from attending the remainder of the today's proceedings.
On the alleged casteist remarks passed by a ruling legislator during yesterday's sitting, the Speaker informed the House that he had received a privilege notice from a INLD MLA on the issue but it had been dismissed.
The Speaker said that he had expunged the remarks of Congress MLA Naresh Sharma, who had tendered an apology and also clarified that his remark was not meant for any particular member, and therefore, the matter does not need any further intervention.
