SC dismisses PIL for action against MPs disrupting Parliament

The Supreme Court today refused to entertain a PIL seeking punitive action against MPs who disrupt proceedings in Parliament.
A bench headed by Chief Justice P Sathasivam refused to entertain the petition, saying that the issue has already been settled by two Constitution Bench decisions.
Referring to the judgements, it said the validity of the proceedings and business transacted in the House after resumption of its sittings cannot be tested and gone into by this court in a PIL.
"The business transacted and the validity of proceedings after the resumption of sittings of the House pursuant to the directions of the Speaker cannot be inquired into by the courts," it said, while referring to earlier verdicts of the apex court.

The PIL filed by one Satish Chandra had pleaded the court to pass direction for withholding payment of salary and all perks/privileges of MPs disrupting the House and to try them under Prevention of Corruption Act if they continue to avail perks and privileges.
He also pleaded that the Speaker of Lok Sabha and the Chairman of Rajya Sabha should disqualify regular offenders from the House membership and debar them from contesting future election by making rules.
