All India Sikh Students Federation (AISSF) and Sikhs For Justice (SFJ) said they would hold a "justice rally" outside Parliament on July 17, demanding clemency to Bhullar and other Sikhs.
"The government is strongly advocating for the clemency and release of Sarabjit Singh, who is lodged in a jail in Pakistan...We would like the Centre to adopt a similar attitude towards Bhullar and other Sikhs who are death row prisoners," AISSF President Karnail Singh Peermohammad said.
Bhullar was found guilty of killing nine bystanders in a car bombing, which was intended to kill Youth Congress leader Maninder Singh Bitta, on September 11, 1993 in New Delhi. Though Bitta survived the attack with shrapnel wounds to his chest, two of his body guards were killed.
He is undergoing psychological treatment at a hospital in Delhi for the last seven months.
