Gatwick, London's second-largest international airport and the second-busiest in the United Kingdom after Heathrow, has apologised blaming a shortage of staff at Swissport, which is one of the three baggage handling companies working at the airport.
It said the company's licence required it to deliver bags from each flight "within 55 minutes".
For passengers with longer waits the airport offered to send their bags on to them, the BBC reported.
"We are working closely with the ground handling teams at Gatwick, who are employed directly by our airlines, to improve delivery speed and service levels."
No one at Swissport was immediately available for comment, the report said.
