In Thiruvananthapuram yesterday, Kerala Chief Minister E K Nayanar protested against the attempt to reach an accord on the Cauvery waters while bypassing the claims of Kerala. In messages faxed separately to Prime Minister H D Deve Gowda, Tamil Nadu Chief Minister M Karunanidhi, Karnataka Chief Minister J H Patel and Cauvery Waters Tribunal chairman Justice N P Singh, Nayanar said any accord reached between Karnataka and Tamil Nadu without taking into account Kerala's legitimate rights on Cauvery water would not be acceptable. Under the circumstances, Nayanar said, Kerala felt free to take whatever action it deemed necessary to protect its interests.
