The victim, Shankar Jagannath Sable (28), was driving a state transport bus at Pen in the neighbouring Raigad district on July 17, 2011, when a truck collided with the vehicle. Sable succumbed to his injuries on August 10, 2011. The tribunal found that the accident had occurred due to the sole negligence of the truck driver. It also dismissed the insurer's claim of policy breach (for lack of a valid driving licence) due to insufficient evidence, noting that the insurer did not prove that a notice was served on the owner. "The Department of Consumer Affairs and the Bureau of Indian Standards (BIS) appeal to consumers across the country to use only BIS-certified helmets," an official statement said on Saturday. The department also called for strict enforcement against the manufacture or sale of helmets without BIS certification, it added. "With over 21 crore two-wheelers on Indian roads, rider safety is paramount," the department said, adding that wearing a helmet is mandatory under the Motor Vehicles Act, 1988. It pointed out that the sale of sub-standard helmets compromises safety. A Quality Control Order has been in force since 2021, mandating ISI-marked helmets certified under BIS standards for all two-wheeler riders. As of June 2025, there are 176 manufacturers across India holding valid BIS licenses for protective helmets. "The Department h

The Uttar Pradesh Transport Department has proposed a strict "no helmet, no fuel" policy across cities in the state in an effort to reduce road accidents and fatalities involving two-wheelers. Transport Commissioner Brajesh Narain Singh issued an official letter on January 8 directing the fuel station operators not to sell fuel to two-wheeler riders, who are not wearing helmets, including the pillion. The letter sent to the district magistrates of all 75 districts in the state and also marked to the divisional commissioners emphasizes the urgency of the measure, citing data that shows a significant number of two-wheeler accident victims do not wear helmets. It also highlights directions issued by Chief Minister Yogi Adityanath earlier this month during a review of road safety measures in the state.
