Missing dirty pictures

After the Swachh Bharat campaign of October 2, the Department of Personnel and Training (DoPT) finds itself facing a new problem. It has asked all ministries/departments to furnish photographs of their canteens "before" and "after" the cleanliness drive and to post these on their respective ministry websites. Unfortunately, many of the departments and ministries didn't take "before" photographs.
