Where is the steel?

A researcher from the Economic Research Unit of the Ministry of Steel, travelling to Kyrgyzstan to attend a conference, was somewhat taken aback by the query of an Indian immigration official. When she told the official that she worked with the steel ministry, he said incredulously: "Do we have a steel ministry? I thought all our steel comes from China." India is actually the world's third-largest producer of steel.
