The Madras High Court has directed the Commissioner Corporation of Chennai to carry out a survey of speed breakers to find how many meet the specifications as per the Indiann Roads Congress 99-1988, starting with Chennai, and file a compliance report before September 30.
The First Bench,comprising Chief Justice Sanjay Kishan Kaul and Justice R. Mahadevan, was passing interim orders on a PIL after going through the counter affidavit filed by authorities.
The counter stated that speed breakers were being laid with necessary precautions following specifications as per the Indian Roads Congress 99-1988.

"If one drives even around Chennai, the ground reality may not be as reflected in the affidavit. We, thus, call upon the fifth respondent to carry out a survey of the speed breakers, as an example, in Chennai, and to verify how many of them meet the requirements," the court said.
The PIL had stated that the speed breakers near educational institutions, hospitals and other places were not in conformity with the norms.
