The Constitution Amendment Bill on GST will test skills of  the  Modi  government a bit to  wean  away some members  from  those  opposing  it in the Rajya Sabha,  in case the Congress  members are present  in the  house  and  vote against  the bill.  However, if it absents from the house and does  not participate in the voting, it would be a cake walk for the government, as had happened in the Lok Sabha.  The same would be the effect, if the Congress is present in the house and presses the "Abstain" button.The Congress, along with AIADMK and the Left are opposed to the Bill on various counts. The passage of the Bill requires a 2-3rd majority of those present and voting.
