The Lok Sabha Friday passed a Bill seeking to entrust the management accountability of the IIMs with the President, who will be a Visitor and have powers to audit their functioning, remove directors and nominate a member in the selection committee. Piloting the Indian Institutes of Management (Amendment) Bill, 2023, in the Lower House, Education Minister Dharmendra Pradhan said the government has no intention to take away the academic accountability from the institute but the Bill will only ensure its management accountability as the Centre has spent over Rs 6,000 crore in setting up the IIMs. Under the existing dispensation, the President of India is also a visitor at IITs and NITs, but no questions are being raised on the academic autonomy of these institutes, Pradhan said. With the President's assent to the IIM Bill having come as a New Year surprise, the IIMs have initiated talks within themselves and with MHRD on the Act. However, IIMs are of the view that the Act is not yet operational until rules framed by MHRD, and regulations formulated by respective IIM Boards are placed in Parliament for approval. The Lok Sabha on Friday passed the the Indian Institute of Management (IIM) Bill, aiming to give 20 IIMs more autonomy and reducing the scope for government interference. The IIMs would, when the Bill passes the Rajya Sabha, too, and then get Presidential assent, become institutes of national importance and given the authority to grant degrees, on the lines of Indian Institutes of Technology (IITs). Currently, the IIMs are bodies registered under the Societies Act and not authorised to award degrees. They were awarding a postgraduate diploma and fellow programmes in management. These were treated as equivalent to MBAs and PhDs, respectively; however, this equivalence was not universally acceptable. "I am delighted.
