The move follows the government's draft policy on utilisation of surplus coal from captive mines.
"In continuation to this Ministry's O.M dated April 4, 2012 and dated May 31, 2012, the undersigned is directed to communicate revised composition of the Inter-Ministerial Committee (IMC) under the Chairmanship of Director (Technical), Ministry of Coal," an official said quoting an office memorandum.

The IMC will "assess total amount of surplus coal produced, year-wise, since start of production from Gare Palma IV/5 coal block", the official added.
The coal block in Mand Raigarh coalfields in Chhattisgarh was alloted to Monnet Ispat and Energy Ltd in June 1996 for sponge iron.
Besides, the panel will also examine the total quantity of coal produced from the date of start of production, examine the capacity of sponge iron plant and captive power plant and the actual consumption of coal in the plant and CPP.
It will also "examine the transit and ground loss of coal (year-wise), since start of production from Gare Palma IV/5 coal block and "carry out spot verification of coal block as well as end use plant", the official said.
As of now there is no provision of sale of surplus coal from the coal blocks allotted for captive use.
