Centre to set up DISHA committees to monitor CSS schemes

To monitor implementation of central schemes, the government has decided to set up district-level committees called called DISHA which would be headed by sitting MPs of Lok Sabha.
"A new committee called DISHA will be constituted under the leadership of MPs to monitor the implementation of Central schemes," Power Minister Piyush Goyal tweeted earlier in the day.
The District Infrastructure Scheme Advisory (DISHA) Committee will be headed by sitting MPs of Lok Sabha with District Collector, Block Development Officers, Panchayat Representatives on its board, an official said.
The official further said: "At present, the committee will do a pilot. It will initially monitor schemes run by Power Ministry like Integrated Power Development Scheme and Deen Dayal Upadhyaya Gram Jyoti Yojana and give a report to the ministry."
"Once this pilot is done successfully, then other schemes will also be monitored by these DISHA committees for every districts. These panel will give their report to the ministries on different social sector schemes run by them," the official added.
At present, government is running 66 centrally-sponsored schemes (CSS) including six schemes introduced by the NDA government which came to power in May 2014.
In a separate tweet, Goyal said: "Journey towards affordable and uninterrupted power continues with Rs 15,763 crore UDAY bonds placed today, bringing total to Rs 47,894 crore."
Under the UDAY scheme, the state governments are taking over debts of their power distribution companies and issuing bonds to pare the loans.
According web portal GARV of the Power Ministry, the Centre has electrified 6,874 villages so far as against its target of 7,000 villages by this month end.
Prime Minister Narendra Modi in his Independence Day speech last year had announced to electrify remaining 18,452 un-electrified villages within 1,000 days i.E; by May 1, 2018.
