The Home Minister said government would use technology significantly to check crime in the national capital.
"We are going to do an experiment of a new application. And this application will have a panic button and as any victim presses it, a message will automatically reach the nearest police station or its main monitering centre," Singh said.
The Delhi Police functions under the direct command of the Union Home Ministry.
The minister also said the app will launched in the next few days.
There was widespread outrage in the city earlier this month following the rape of a 27-year-old woman allegedly by a driver of US-based cab booking service Uber. Various women groups as well as political parties had demanded better security for women following the incident.
Singh said the Centre has plans to make Delhi a world-class city.
"We want Delhi to emerge as the world-class city and we want to complete all projects and begin the scheme as soon as possible," he added.
