Addressing a rally at Garhi Khuda Bakhsh to mark the 8th death anniversary of his mother Benazir Bhutto, Bilawal alleged that the Nawaz Sharif government was using the NAP to target its political rivals and provinces.
"We support the NAP but we want a national action plan unanimously agreed by the parliament of the country. This is not the NAP agreed to by all parties, this is the N-league action plan, whose target is political opponents," he said.
"Do our dead in Garhi Khuda Baksh not vindicate us?" he said, pointing towards the tombs of his mother and grandfather Zulfiqar Ali Bhutto.
The PPP chairman said his party had been a "victim of target killings" for years.
NAP was established by the government to crack down on terrorism after the brazen attack on the Army Public School in which Taliban gunmen in army uniforms killed over 150 people, including 136 students, on December 16 last year.
The government has allowed the military to set up military courts to try terrorists and facilitators under the NAP.
