Register new vehicles only when old ones are dismantled: NGT

The tribunal had earlier asked the municipal corporations to that new vehicles should be fitted with Global Positioning System

The National Green Tribunal (NGT) has asked Delhi's transport department to register 10 new diesel vehicles for North Delhi Municipal Corporation only after the civic body produces the certification about dismantling of its nine old vehicles.

A bench headed by NGT chairperson Swatanter Kumar asked the civic agency to file photographs of dismantled vehicles along with chassis numbers before the concerned authority for the purpose of registration of new vehicles.

"Subject to corporation producing certification from the competent authority of condemning and dismantling of nine vehicles as stated in the application and filing photographs of dismantling vehicles with chassis number, new 10 vehicles would be registered by the authorities concerned," it said.

"These vehicles would be registered only after producing the proof afore-stated before the authority," the bench said.

The civic agency had approached the NGT saying they have to purchase 10 new vehicles conforming to BS-IV compliance for public utility services for spraying disinfectant and its nine old vehicles would not ply on the roads.

The bench, in its order, said, "these vehicles shall be used strictly by the corporation for spraying of disinfectant or other matters necessary to maintain public health and environment."

The tribunal had earlier asked the municipal corporations to "condemn and dismantle" vehicles which were over 10 years old and had ordered that new vehicles should be fitted with Global Positioning System (GPS).

The plea moved earlier by the civic bodies had contended that the green panel had last year banned the registration of new diesel vehicles as well as re-registration after 10 years.

Later, the Supreme Court had also banned registration of diesel-run SUVs and cars having engine capacity beyond 2000cc in Delhi and National Capital Region.

Due to this, the transport department was not registering the newly-procured vehicles, which conform to BS-IV norms and not re-registering the old vehicles, the tribunal was told.
