The moral outrage accompanying the seizure of crores of rupees siphoned off from the murky telecom privatisation business by Mr Sukh Ram, has not focussed sufficiently on the role of Mr Deve Gowda in exposing yet another scam of the Narasimha Rao regime. After all, the CBI could not be expected to raid Sukh Ram, who besides being a sitting Congress MP was also known to be close to the Congress president, without the approval of Mr Gowda. Further, not only was the prime minister directly incharge of the CBI but he had only the other day personally hand-picked Joginder Singh, a Karnataka cadre IPS officer, for heading the apex investigating agency. Nor, for that matter, was the CBI chief enjoined upon by the Supreme Court
