India and Vietnam on Monday inked a pact to set up a framework for submarine search, rescue and support mechanism in case of any eventualities. The two sides also signed a letter of intent (LoI) to strengthen bilateral defence industry collaboration. The documents were signed after the two sides held the 15th edition of India-Vietnam Defence Policy Dialogue (DPD) in Hanoi. It was co-chaired by Defence Secretary Rajesh Kumar Singh and Deputy Minister of National Defence Senior Lt Gen Hoang Xuan Chien. Both sides expressed satisfaction on progress made in the areas of hydrography cooperation, capacity building and training and ship visits, and cooperation in niche domains namely AI and shipyard upgradation, the defence ministry said. They also decided to expand and further deepen cooperation in important emerging areas like cyber security and real-time exchange of information, it said. The imposition of 27 per cent tariffs by the US still positions India more favourably compared to electronics export rivals like China, Vietnam, and Indonesia, as these nations face even higher rates, according to the India Cellular and Electronics Association (ICEA). That said, the true long-term inflection point for India's electronics trade with the US will hinge on the successful conclusion of a bilateral trade pact, the industry body said. The comment assumes significance as the US has slapped a 27 per cent tariff on imports from India. India has initiated a countervailing duty probe into increased imports of a chemical - Calcium Carbonate Filler Masterbatch - used in the plastic industry, from Vietnam following a complaint from domestic players. The move is aimed at guarding domestic manufacturers from the increase in imports that are subsidised by Vietnam. The investigation has been initiated by the Directorate General of Trade Remedies (DGTR), an arm of the commerce ministry. Compounds and Masterbatch Manufacturers Association of India and Masterbatch Manufacturers Association have filed a petition before the directorate on behalf of the domestic industry for initiation of the probe on the chemical exported from Vietnam into India. The DGTR in a notification has said that the applicants have alleged that the product is being imported into India from Vietnam at subsidized prices in significant quantities for a prolonged period, causing material injury to it. Politburo member of the Communist Party of Vietnam Nguyen Xuan Thang called on Vice President Jagdeep Dhankhar here on Wednesday. Thang is the President of Ho Chi Minh National Academy of Politics and member of Communist Party of Vietnam's Central Theory Council. India and Vietnam have held a key defence meeting here during which it was proposed to have cooperation in emerging areas such as cyber security, information security, military medicine and submarine search and rescue, officials said on Friday. India and Vietnam on Thursday firmed up a new action plan to expand their strategic ties, with Prime Minister Narendra Modi asserting that both sides will work towards a free and rules-based Indo-Pacific and that New Delhi supports development and not "expansionism". Union Minister of State for External Affairs Rajkumar Ranjan Singh on Saturday urged airlines from Vietnam to explore launching direct flights to cities in north-eastern states of India to provide increased investment and tourism opportunities to both countries. Guwahati, considered the Gateway to Southeast Asia, has an international airport with direct flights connecting Bangkok and Singapore, Singh said while addressing a session on investment and trade at the North East India Festival here. As Vietnam is largely becoming an emerging tourism destination for Indian travellers, Vietjet, the country's largest private carrier, is getting ready to tap this growing interest by expanding its service to India connecting more cities. A new route connecting Tiruchirappalli (Tamil Nadu) and Ho Chi Minh City is expected to be launched this November, airline authorities said here. Direct flight services from Kerala's Kochi to Ho Chi Minh City had already been launched by the private carrier from Cochin International Airport in August. A senior airline official said here that Vietjet currently has 32 return flights servicing India each week. "From November, Vietjet is expected to launch a new route connecting Tiruchirappalli and Ho Chi Minh City and we have plans to have an initial frequency of three return flights per week, in order to meet rising demand from travellers in both countries," the official, who doesn't want to be named, said.
